Ismail Serageldin, est Diplômé de la Faculté des Ingénieurs de l'Université du Caire et a obtenu sa maîtrise et son Doctorat à l'Université de Harvard. Avant de rejoindre la Banque Mondiale, Ismail Serageldin agissait en qualité de conseiller en aménagement urbain et régional et enseignait aux universités du Caire et de Harvard. En 1972, il commence sa carrière à la Banque Mondiale où il occupe successivement un certain nombre de postes, entre autres : Économiste en éducation et ressources humaines, Chef de division pour l'Assistance Technique et les Études Spécialisées, et pour les projets urbains en Europe, au Moyen-Orient et en Afrique du Nord, Directeur des programmes en Afrique de l'Ouest, Directeur Pays pour l'Afrique centrale et occidentale, Directeur technique pour l'Afrique subsaharienne, Vice-président pour le Développement Environnemental et Social Durable, et ensuite, pour les programmes spéciaux. Il est actuellement Directeur de la Bibliothèque d'Alexandrie. Ismail Serageldin a toujours montré un engagement inébranlable pour le renforcement de la Science en faveur du développement.

Elle a fait ses études à l'Ecole Normale Supérieure et au DELTA (Paris) ainsi qu'au MIT. Ses recherches portent sur le comportement des ménages, les choix éducatifs, la scolarisation, l'évaluation des politiques, la décentralisation et la microfinance.Elle a a reçu plusieurs prix, dont le Elaine Bennett Prize for Research (2003), le Cercle des Economistes (Le Monde, 2005), Médaille de Bronze (Centre National de la Recherche Scientifique, Département de Sciences de l'homme et de la société, 2005), et le Prix Luc Durand-Reville (Académie des Sciences Morales et Politiques, 2008).
