The Center for Strategic and International Studies is gathering a panel composed of a broad range of experts to assess spectrum management and offer recommendations for change at a time when new technologies and services have created a rising demand that outstrips supply of spectrum. New technologies could be exploited to expand the effective use of the spectrum, satisfy growing demand, and create economic growth. However, our organizational and legal structure, inherited from an earlier era, blocks these technologies and impedes innovation and improvement.
