right now to remove pieces of that

bridge off the Dali and away from

the Patapsco River. It's the first in

a multi-step process of reopening the port

of Baltimore. This

morning, the recovery operations underway. The

first portions of the Francis Scott

Key Bridge are being lifted out

3:37

of the water. Maryland Governor Wes

Moore says the hull of the

cargo ship is damaged but intact,

3:43

allowing crane operations to begin. Take

a look. Highly trained demolition crews

cutting the top portion of the north

side of the collapsed bridge into smaller

sections for safe removal by crane. Crews

lifting those large pieces of mangled metal

slowly and carefully out of the Patapsco

River. marker, marking the first stage of

clearing access to the Port of Baltimore.

This will eventually allow us to open

up a temporary restricted channel that will

help us to get more vessels in

the water around the site of the

4:13

collapse. The scale of the operation is

massive. The riverbed lies 50 feet below

4:17

the surface of the water. To reopen

4:20

the port, cranes will need to lift

4:22

and clear pieces of metal, concrete and

4:24

sunken cargo containers, all while clearing the

4:26

sand on the bottom. The restricted channel

4:29

will allow barges, tugboats and other small

4:31

marine vessels to get around the wreckage.

Meanwhile, ABC News spoke to a man

who says he was one of the

4:38

last people to drive over the bridge

4:40

before collapsed. Larry DeSantis says

he's been driving over the Key Bridge every

4:44

day for 16 years. Early

Tuesday morning, he says he crossed the

4:48

bridge just a couple of minutes before

the collapse. It was an eerie feeling

because there was no vehicles at all.

Normally, even that time of

the morning, because it's right there at Amazon, you'll

see 20, 30 tractor-trailers coming and going. There was

nothing. Right

now, there's no timetable for when this portion

of the removal process will be finished.

Meanwhile, NTSB investigators say their report on the

hazardous material found in over 50 containers

will be released within weeks. Jeff?

top of mind for you right now is reopening

the Port of Baltimore, one of the biggest ports

in the country. When do you think you can

5:33

do that? The

5:36

salvage operation, as you noted, is

5:38

getting into gear. A thousand-ton crane

5:40

is coming as well as a

5:42

600-ton crane that will assist. The

5:45

Army Corps of Engineers and the Navy are

5:47

working on it. They have not wanted to

5:49

speculate yet on a timeline because this operation

5:51

is so complex. It's not just that you

5:53

have to remove the wreckage. It's that you

5:55

have to do it in a way that

5:57

doesn't cause portions of the bridge that that

6:00

are there across the water to shift.

6:02

They've been under a lot of compression

6:05

and tension. They could behave almost like

6:07

a spring if they are not expertly

6:09

managed. You also, of course, still have

6:12

the ship there alongside the channel. Measures

6:14

are being taken to stop the stern

6:16

of the ship from swinging into the

6:18

channel. It's an incredibly complex operation. Complex

6:20

and dangerous, so you have to do

6:23

it safely. And this bridge, as you

6:25

know, took about five years to build

6:27

decades ago. Do you know how long

6:29

this might take to rebuild it? We

6:33

haven't received estimates of the timeline yet, but

6:35

this is another area where work

6:37

is already underway. We have released the

6:39

first $60 million in

6:41

federal funding to help Maryland

6:43

get the initial state. It

6:46

starts, of course, with the wreckage removal

6:48

demolition, but also the acquisition,

6:50

the procurement, and the preparations for the new

6:53

bridge. As you noted, the original one

6:55

took five years to put up, so this

6:57

is not going to happen overnight. But

6:59

the work is already underway to get that

new one up and running. I would say

7:03

the work we have in front of us

7:05

is, of course, to clear the port and

7:07

get it reopened and to get that bridge

7:09

back up and running. But for the bridge,

7:11

there are alternatives. Of course, there's nothing that

7:13

will be quite the same until it's back

7:16

up there, but there are tunnels currently in

7:18

use absorbing some of the surface traffic. The

7:20

same cannot be said for the port. Very

7:23

difficult for those port workers right

7:25

now who count on that work

7:27

every day. Other East Coast ports

7:29

are temporarily absorbing some of the

7:31

container traffic and the supply chains that

7:33

would normally go into Baltimore. But that port

7:36

of Baltimore is very specifically

7:38

designed for its uses, especially when it

7:40

comes to handling vehicles. There are even

7:42

facilities for finishing some of the vehicles

7:44

on the grounds of the port. So

7:47

as soon as it can safely be

7:49

reopened, that's, of course, going to be

7:51

a major priority that really affects our

7:53

entire national supply system. Mr. Secretary, you

7:55

and I have toured bridges together looking

7:57

at their integrity. I know this one had a... satisfactory

8:00

rating, but we also noticed that it

8:02

didn't have those big fenders around the piers

8:05

that we sometimes see. We don't know if that

8:07

would have stopped a ship this big, but are

8:09

you looking at other bridges right now because people

8:11

are concerned? Yes,

8:14

as you noted, there's debate right now

8:17

over whether those measures or any measures

8:19

could have prevented the collapse that we

8:21

saw after a direct impact from a

8:23

ship that weighed approximately 248 million pounds.

But I will

8:29

say that every generation we learn

8:31

more about how best to design

8:33

and protect bridges. We're actually doing

8:35

work right now to retrofit some

8:37

of America's bridges to make them

8:39

stronger through President Biden's infrastructure package.

So we are going to be

8:43

very interested to see the findings of

8:46

the NTSB's report. That's the investigation that

8:48

they have underway, both on anything that

8:50

could be less on on how to

8:52

prevent a ship from colliding

8:54

with any bridge as it did

8:56

and anything we need to know

about the design, the inspection, the

construction, the funding of bridges that we can

9:03

use for the future. All right,

the highest minimum wage within the

restaurant industry, sent to begin Monday.

This is a start to improve

the working conditions in the

industry. This is a

$4 increase from the current minimum wage

in the Golden State, meaning some workers

will make 25% more on their paychecks.

Advocates say it's about time given the

extremely high cost of living and inflation.

More and more folks are unable to

raise bigger families or at least, you

know, put themselves in a position to

retire effectively. The new law impacts more

than half a million workers in California and

only affects fast food chains with at least

60 locations nationwide. Some small

business owners worry they won't be able

to compete with the wage increase. That's

going to impact us by an increase of $470,000 annually

across those 10 stores. It

means that we have to raise prices, which we don't want

to do. Two Pizza Hut

franchises in California reportedly laid off 1,200

in-house delivery drivers in preparation for

the new minimum wage hike. Carrie

Harper-Howie owns 21 McDonald's and

says she does not anticipate closing

any locations. The bottom line is

everyone is not going to be

able to afford even the

measured and carefully thought out price

changes that we are

necessary part of us responding to
