Voters overwhelmingly approved Prop 35, which promised to give a long-awaited pay bump to doctors and hospitals who serve the state’s lowest-income residents via an already existing tax on health care plans. But state regulators have yet to direct a dollar for the Medi-Cal initiative’s intended purposes or even develop a framework for doing so.
