0:47

afternoon. Welcome to the Midere

0:49

report on 702 and Cape Talk

0:52

with me, Mandy Wiener. Good to

0:54

be with you today. We'll hear

0:56

from Minister Dean MacPherson on the

0:58

Construction Mafia about what is being

1:00

done to clamp down very concerning

1:02

that. And then in the... at

1:04

about... When he passed, we'll speak

1:07

to Afri Forum's Kully Krill, the

1:09

constitutional court refusing to appeal on

1:11

the singing of Kill the Boer.

1:13

I think really important to hear

1:15

from Kully Krill on this issue.

1:17

Where does it leave Afri Forum

1:19

now? Because that is technically the

1:22

end of the road legally. What

1:24

other options do they have? And

1:26

Kully Krill also saying very interesting

1:28

thing is about the constitutional court

1:31

and how it is interpreting this

1:33

judgment. So looking forward to that

1:35

interview. a bit later on in

1:37

the show. Various court cases that

1:40

we're looking at for you, we'll

1:42

speak about a court order around

1:44

the Health Department and radiation oncology

1:46

in the backlog. But we start

1:49

with the former National Assembly Speaker

1:51

and Corruption Accused, Nosiviwa Mappis

1:54

and Kakula back in court

1:56

today. She's facing 12 counts

1:59

of corruption. one count of

2:01

money laundering all of this relating

2:03

to allegations that she received millions

2:05

of brands and cash bribes from

2:07

a contractor linked to the defense

2:09

force to be so go about

2:11

EWM reporter in court for us

2:14

to be so good afternoon to

2:16

you thanks very much for your

2:18

time today tell us about today's

2:20

court appearance good afternoon Mandy

2:22

you remember that Mandy in

2:24

January when this method was

2:26

last in court in court

2:28

there was a sort of

2:31

an agreement between the state

2:33

and the defense that the

2:35

state will hand over all

2:37

the documents that the defense

2:39

was actually requesting. So these

2:41

documents have to do with

2:43

section B and C of

2:45

the police docket, which is

2:47

the correspondence and section C

2:49

being the pocket diary. Now what

2:51

we've found in, what we've heard today

2:54

in quote, is that while the

2:56

state has disclosed section B of

2:58

the police docket, it hasn't disclosed

3:00

section C. And I do have

3:02

to say that the defense was

3:05

particularly angry, you know, accusing the

3:07

states of trying to hide something,

3:09

accusing the states of giving it

3:11

a run around, and accusing the

3:13

states of delaying this matter, when

3:15

the states had initially accepted that

3:18

they are going to cooperate. Now

3:20

in terms of the method of

3:22

this section C of the police

3:24

docket, now this is the investigation

3:26

diary. And For the defense, Mandy, you

3:29

can imagine that what they want

3:31

to actually find out is something

3:33

they don't know yet. What the

3:35

defense has said is that we

3:37

don't know what's in there, but

3:39

we think that it might be

3:41

beneficial to our case. What they're

3:43

looking for, Mandy, is specifically

3:46

is that when did the

3:48

state start speaking through the

3:50

star witness? The star witness

3:52

in this matter is Un-tuned-on-on-Dhan-Jolfo.

3:54

You remember that she is

3:56

the one who allegedly paid

3:58

off, allegedly paid off. of

4:00

the noviuma peace on al-qula and

4:02

obviously she's not an accused because

4:04

she's obviously turned state witness so

4:06

the defense believes that those details

4:08

are contained in section C and

4:11

they want to actually provide a

4:13

timeline around when did the state

4:15

approach her, when did they decide

4:17

not to accuse her and when

4:19

did she turn state witness and

4:21

what were those incenses for her

4:24

turning state witness. So that is

4:26

what the defense is actually hoping

4:28

that they might reveal when that

4:30

Section C does come into public.

4:32

Now in terms of the states,

4:35

in terms of the states, the

4:37

states persecute Mr. Paul Low, he

4:39

said that the state has been

4:41

forthcoming with Section A and B

4:43

and he said that they can't

4:45

disclose Section C because there is

4:48

a bit of privileged information that

4:50

needs to be protected. But one

4:52

of the most important points, I

4:54

think... the prosecution has made is

4:56

that whatever information is contained in

4:58

section C is not information that

5:01

will be used against no security

5:03

or my personal when the trial

5:05

does eventually start so it has

5:07

no relevance however there is a

5:09

bit of privilege information there is

5:12

a bit of private information that

5:14

cannot be let us into the

5:16

public so that is why they

5:18

cannot disclose that section C so

5:20

that is where we are meant

5:22

at this case in terms of

5:25

there has been arguments around the

5:27

relevant of disclosing that section C

5:29

of the investigate of the police

5:31

document. So where does this leave

5:33

the actual trial? Is there any

5:35

indication about how this could have

5:38

a delay? You do imagine that

5:40

as we're speaking right now arguments

5:42

are still happening in quotes. I

5:44

don't imagine that a judgment around

5:46

the disclosure of that section will

5:49

be made today. So you do

5:51

imagine there is going to be

5:53

some delays and this is something

5:55

that you'd imagine. that both parties

5:57

are trying to avoid. The state

5:59

has said that they want to

6:02

get this method to trial as

6:04

soon as possible, while the defense

6:06

is saying that while we also

6:08

share the same view of getting

6:10

this method to trial as soon

6:12

as possible, we want to be

6:15

as prepared as possible. And if

6:17

there is information that you may

6:19

be hiding that could be beneficial

6:21

to us, you do have a

6:23

duty as the state's prosecutor to

6:26

disclose that information. So I do

6:28

imagine that now that judge is

6:30

going to. We need to obviously

6:32

share all those arguments and that

6:34

we might be back in a

6:36

couple of weeks for a judgment

6:39

over whether those that section C

6:41

of the police docket should be

6:43

disclosed to the defense. To be

6:45

so, thank you very much. To

6:47

be so, go about E.W. and

6:49

reporter in court. Let's take a

6:52

listen now to advocate original Willis

6:54

E.C. on behalf of Nossi V.

6:56

We're my piece on Krakula arguing

6:58

earlier, saying that throughout the application,

7:00

the lack of deprocessing and pursuit

7:03

of his client was driven by

7:05

the weaponization of the criminal justice

7:07

system for political purposes and the

7:09

sound is courtesy of newsroom Africa.

7:11

Our complaint throughout our application is

7:13

a lack of due process and

7:16

the pursuit of our client motivated

7:18

by different reasons and the weaponizing

7:20

of the criminal justice system for

7:22

political reasons. Now that we can't

7:24

state as a fact, but we

7:26

make out the probabilities for that

7:29

case. But the point is now

7:31

C as being hidden. The

7:34

only way to test the

7:36

case that we put up

7:38

in that they cannot answer

7:40

or refuse to answer, of

7:42

course, is to be the

7:45

evidence which the C-Clip contains.

7:47

The latest there from the

7:49

case involving Los Bibyuma Peace

7:51

in Krakula. 702. Manby-Weena. Week

7:53

days 12 to 1 p.m.

7:55

In another court order, the

7:58

Harting High Court in Joe

8:00

Berg declaring... the provincial health

8:02

department's failure. to provide radiation

8:04

oncology unlawful and unconstitutional. The

8:06

advocacy group Cancer Alliance, which

8:09

was represented by section 27,

8:11

went to court because they

8:13

were alleging that the department

8:15

was violating patients' constitutional rights

8:17

to health care. Now you

8:20

know there's been this huge

8:22

backlog in the hospitals in

8:24

Kharting for cancer patients to

8:26

get treatments. And finally we

8:28

have got some... movement here

8:31

and a judgment. So let's

8:33

speak now to Salomey Mayor

8:35

who is the Cancer Alliance

8:37

director. Salome, good afternoon to

8:39

you. Thank you for your

8:42

time. What is your reaction

8:44

to this judgment from the

8:46

High Court in Joburg? Good

8:48

afternoon to you Mandia and

8:50

all our listeners. Thank you

8:53

very much indeed and we

8:55

are absolutely excited and ecstatic

8:57

about this. This is a

8:59

major win for health and...

9:01

human rights in South Africa,

9:04

the fact that the court

9:06

ruled that it's unlawful and

9:08

unconstitutional. What does it mean

9:10

on a practical level? So

9:12

it's ordered the housing health

9:15

department to clear the backlog.

9:17

How does it do that?

9:19

And what are the timelines

9:21

that have been given? So

9:23

what is important in this

9:26

case is that the court

9:28

has ordered the housing health

9:30

department. to actually within 45

9:32

days provide the backlog list

9:34

of cancer patients to the

9:37

court and that backlog list

9:39

will indicate to us what

9:41

is effectively happening with those

9:43

patients who of those patients

9:45

are in fact still alive

9:48

who will still qualify for

9:50

treatment and that will give

9:52

us the quantum of the

9:54

problem over the period. Then

9:56

secondly, what is important is

9:58

that a court of giving

10:01

the Hauting Department to basically

10:03

go and reflect and learn

10:05

from what you have done

10:07

wrong in this case by

10:09

actually providing us with an

10:12

updated plan in three months

10:14

in terms of what it

10:16

is that you are going

10:18

to do for cancer treatment

10:20

long term as well as

10:23

the treatment of these. specific

10:25

patients who have been waiting

10:27

for the treatment for so

10:29

long. So that in effect

10:31

is what the court has

10:34

done and actually to send

10:36

Houting Health Department back and

10:38

say go and think about

10:40

how you have managed this

10:42

case and that you actually

10:45

have showed a lack of

10:47

competence and that you did

10:49

not actually operate with candor

10:51

with the public. and you've

10:53

been lying about what you've

10:56

been doing to patients and

10:58

the public. What recourse do

11:00

you have if the Houghton

11:02

Health Department doesn't stick to

11:04

the timelines and doesn't meet

11:07

the obligations as per the

11:09

judgment? So we, the court,

11:11

have given us the right

11:13

to if they do not

11:15

comply with this within the

11:18

timeline specified by the court

11:20

is actually to take the

11:22

matter back to court. And

11:24

let me say that we

11:26

will do that if we

11:29

have to because it is

11:31

very very important that we

11:33

actually consider in terms of

11:35

what it is that we

11:37

have to do with regards

11:40

to the health rights of

11:42

people in this country and

11:44

that we don't take it

11:46

lightly. Salome, thank you

11:48

very much. Salome Mayor is

11:51

the director of the Cancer

11:53

Alliance, successful in that court

11:55

application. So the fact that

11:57

they had to go to

11:59

court in the first place

12:01

is just astonishing. getting involved

12:03

in ordering the Hauteng Health

12:05

Department to provide radiation oncology,

12:08

saying that their failure to

12:10

provide radiation oncology was unlawful

12:12

and unconstitutional. often had this

12:14

conversation with people who are

12:16

sitting on this very very

12:18

long backlog list waiting for

12:20

for treatment. If you've had

12:23

that experience please send us

12:25

a WhatsApp Voice Note 072-7002

12:27

0-7-2-567-567. 7.02, the midday report

12:29

Monday to Friday 12 to

12:31

1 p.m. 1220 on the

12:33

midday report, lobby group Afri

12:35

Forum has been responding to

12:38

a decision by the constitutional

12:40

court that newsbreaking yesterday that

12:42

the concord has dismissed Afri

12:44

Forum's application for leave to

12:46

appeal against a judgment that

12:48

found that the song Kill

12:50

the Boer did not constitute

12:53

hate speech. So every forum

12:55

has been responding to that,

12:57

saying the decision of the

12:59

court to allow somebody to

13:01

sing that Africaners can be

13:03

killed is radicalization in the

13:05

interpretation of the constitution. Kali

13:08

Kriel, Afri Forum CEO joining

13:10

me now, Kali, good afternoon

13:12

to you. Thank you very

13:14

much for your time. Firstly,

13:16

your response to the constitutional

13:18

court's decision not to hear

13:20

this matter. Yes, good

13:23

eye mandate. It's great speaking to

13:25

you. Well, we condemn it in

13:27

the strongest possible terms and it's

13:30

also a turning point in regard

13:32

to how we see this the

13:34

constitution and the constitutional court was

13:36

the transition in 1994. The impression

13:39

was given that human rights would

13:41

be protected in the new dispensation

13:43

and that would have included the

13:45

human rights of Africanus. But what

13:48

we are now seeing, that you

13:50

have a decision to say it's

13:52

fine that Africaners and farmers be

13:55

killed, and the problem is also...

13:57

have a growing number of judges

13:59

that are highly ideological and I

14:01

can give an example during this

14:04

case in the appeals court, we

14:06

had a judge writing neatly, who

14:08

had previously openly and made very

14:11

negative derogatory remarks about every forum

14:13

and displayed a bias, ideological bias

14:15

openly. And when we asked her

14:17

to recuse herself and she refused,

14:20

the rest of the judges supported

14:22

her, now it seems the constitutional

14:24

court also supports this. So this

14:26

we can never accept. We have

14:29

self-respect. I have four children. I

14:31

can never accept that there are

14:33

people saying they should be killed

14:36

because much of the North Africaners

14:38

or Burists. such as Julius Malema

14:40

would refer to this. Are you

14:42

then saying as every forum, Kali,

14:45

that you think that the credibility

14:47

of the constitutional court in applying

14:49

the constitution has been eroded? Yes,

14:51

most definitely. I think the constitution

14:54

says the dignity of people should

14:56

be respected, the right to life

14:58

of people should be respected. Calls

15:01

for violence should not be allowed.

15:03

All those things are in the

15:05

bell of rights in the constitution.

15:07

So taking that into account. What

15:10

credibility can this court have if

15:12

they take a decision like this

15:14

that actually intrudes on all those

15:17

rights that I've mentioned? In 2022,

15:19

the equality court ruled that Kill

15:21

the Boer cannot be considered hate

15:23

speech, saying that the lyrics shouldn't

15:26

be interpreted. Literally. That ruling was

15:28

upheld by the SCA. The constitutional

15:30

court has now effectively reaffirmed that

15:32

by refusing you leave to appeal.

15:35

Do you still disagree with that?

15:37

Do you still believe that it

15:39

is a literal call? for Africaners

15:42

to be killed? Well, the fact

15:44

is it doesn't matter about the

15:46

intentions of people making those calls.

15:48

I can just tell you, my

15:51

four children, if they, somebody says,

15:53

kill the birds, and I try

15:55

to convince them, no, this is

15:58

not meant. They simply don't buy

16:00

that. It is an infringement on

16:02

their dignity, and it's all taken

16:04

with fear. And you know, our

16:07

courts can come to this decision.

16:09

Well, they probably need to explain

16:11

that. But as I said, we

16:13

are not going to take this

16:16

line down. That is why we

16:18

already instructed our legal team at

16:20

this morning to take this fight

16:23

internationally. We are looking at what

16:25

UN platforms are available, looking at

16:27

the international courts. and then would

16:29

decide what the appropriate would be

16:32

to take. So that was my

16:34

next question, Kadi, was theoretically, technically

16:36

the constitutional court is the, obviously

16:39

the Apex court, you can't go

16:41

further legally in South Africa, you

16:43

say that you won't let this

16:45

rest, so what are your alternatives?

16:48

How do you pursue this matter

16:50

further? Yes, well, as I've mentioned,

16:52

our alternative is to go internationally,

16:54

because as you've mentioned, we've used

16:57

all our remedies here, the South

16:59

African constitution, it seems it does

17:01

not protect us, but then likely,

17:04

of course, we will continue to

17:06

work on grassroots level with all

17:08

communities, because the vast majority of

17:10

people won't be fine with this.

17:13

And also luckily we have 177

17:15

neighborhood watches and farm watches and

17:17

we will continue to strengthen us

17:20

to within the framework of the

17:22

law to be able to defend

17:24

ourselves because if the government does

17:26

not want to defend us, if

17:29

the courts are not going to

17:31

defend us, we as peace loving

17:33

people. would then take the root

17:35

of making sure that those that

17:38

wanted you as armed are not

17:40

successful. Kali Kriel, every forum, CEO,

17:42

thank you very much for your

17:45

time, responding there to the decision

17:47

by the constitutional court not to

17:49

grant leave to appeal the judgment

17:51

relating to the singing of Kill

17:54

the Boer. And now, it's back

17:56

to Mandy Wiener on the midday

17:58

report. This is 702. Let's walk

18:01

the talk. The ANC begins its

18:03

four-day NEC meeting in Boxburg today.

18:05

Alpha Ramashwana, E.W. and reporter, is

18:07

there for us. Alpha, good afternoon

18:10

to you. Fakila and Bonilla, the

18:12

Secretary General, has been speaking there.

18:14

Tell us about what the ANC

18:16

is saying. Good afternoon, yes, Mandi.

18:19

The ANC is beginning its four-day

18:21

National Executive Committee meeting at the

18:23

Birchwood Hotel in Boxburg today. And

18:26

top of the agenda, of the

18:28

agenda, of course, is South Africa's

18:30

diplomatic fallout towards the United States.

18:32

A.N.C. as high as the decision

18:35

making body in between conferences, which

18:37

is the NEC, will be discussing

18:39

that matter and how, you know,

18:41

just looking at how the Trump

18:44

administration has been treating South Africa.

18:46

We've heard the president on multiple

18:48

occasions saying that this is a

18:51

sign for South Africa to be

18:53

more self-reliant, so they're going to

18:55

be talking about that. They're also

18:57

going to be talking about the

19:00

budget. As you know, the A.N.C.

19:02

wants... the sports trying to rally

19:04

political parties in parliament to support

19:07

its budget the agency is going

19:09

to be giving for the president

19:11

actually is going to be giving

19:13

an update to the NEC on

19:16

how discussions with other political parties

19:18

have been going whether or not

19:20

finding each other at this stage

19:22

as you would know the budget

19:25

does need to be passed in

19:27

parliament and lastly we did speak

19:29

to Finland Balula a few moments

19:32

ago actually on the constitutional court

19:34

judgment that we saw yesterday ruling

19:36

that the Kilda the former chant

19:38

is not hate speech. The ANC

19:41

says it's not, it's happy with

19:43

the judgment, it's happy that the

19:45

Constitution of court has finally made

19:48

a decision and a judgment and

19:50

is saying to the DA and

19:52

after forum and all the other

19:54

organizations that are against the chance

19:57

to make peace with the fact

19:59

that it is indeed something that

20:01

was signed during the apartheid era,

20:03

during the apartheid days and it

20:06

has a history, it has a

20:08

meaning and it's not being meant

20:10

literally, you know, and you know,

20:13

Baluda saying that they do hope

20:15

that the ESF also will rethink

20:17

the way that they think this

20:19

chance. Let's take a listen to...

20:22

As the ANC, we're not chanting,

20:24

kill the poor, kill the farmer,

20:26

because we don't believe it is

20:29

irrelevant at the present moment, but

20:31

we wouldn't stop others from chanting.

20:33

It is not banned, it is

20:35

not illegal, as it is now

20:38

defined by the constitutional court, but

20:40

as an ANC, we don't think

20:42

that chanting that slogan is relevant

20:44

to the cause. Thank you very

20:47

much to offer Ramashwan Ewen reporter

20:49

there updating us on that four-day

20:51

ANC NEC meeting as he as

20:54

he said there lots on the

20:56

agenda for Kila and Baloo the

20:58

SG responding to that Kill the

21:00

Boer matter but they're also discussing

21:03

lots of other issues obviously policy

21:05

G&U budget all of that. Good

21:07

afternoon, Mandy, 702 Tyrion Yarrenburg. I

21:10

think it's great that you're giving

21:12

F before him a chance to

21:14

respond. 702 is meant to be

21:16

a balanced radio station, that means

21:19

balanced equal proportions from both sides.

21:21

So I think it's great that

21:23

you give him a chance to

21:25

respond to the song and the

21:28

constitutional court, because no one else

21:30

has really given them the ability

21:32

to have their safe. So well

21:35

done Mandy. Who does? Hi, good

21:37

day Mende. You know, I'm Black

21:39

Mende, but this song killed the

21:41

poor, killed the farmer. That one

21:44

is safe. Serious. Hate speech. This

21:46

is I don't understand our judges

21:48

Syria. So yeah, I don't understand

21:51

them because this song is saying

21:53

kill the poor kill the farmer.

21:55

It's a hate speech Thank you

21:57

very much for those WhatsApp voice

22:00

notes. So the 2022-23 judgment from

22:02

the equality court was that it's

22:04

not literal. And that is what

22:06

the Supreme Court of Appeal upheld

22:09

and in the constitutional court now

22:11

is reaffirmed that effectively by refusing

22:13

leave to appeal. But every forum

22:16

is arguing against that. I just

22:18

don't give every forum a say.

22:20

I think to be fair, a

22:22

lot of my media colleagues do,

22:25

I saw katikril on news from

22:27

Africa, I've seen him on ENCA.

22:29

I do think that it's important

22:31

to have a right of reply

22:34

and an explanation. So I thank

22:36

you for that. A lot of

22:38

what's our voice notes about this.

22:41

Hi Mandy, Boers are trying everything

22:43

in their power not to share

22:45

the billions of rands that they're

22:47

making. Okay. Even, sorry, even immoral

22:50

by playing victim, it's not the

22:52

responsibility of blacks to make them

22:54

comfortable. And then, lots of colorful

22:57

language that I can't read on

22:59

the radio. And then singing of

23:01

the song at Mass Gathering does

23:03

nothing for living together in peace

23:06

and harmony. In fact, it harms

23:08

it, so why allow it? And

23:10

I think this is the issue,

23:12

right? And then Fakila and Boulouilla

23:15

saying that this is not politically

23:17

relevant right now. What does that

23:19

mean? And I think that politically

23:22

it is divisive and that's the

23:24

argument that is being made here

23:26

is that even if it is

23:28

figurative and not literal it is

23:31

still divisive in our current political

23:33

climate so should it even be

23:35

sung. The myth they report with

23:38

Mandy Wiener. Let's walk the talk.

23:40

The parliamentary oversight committee on policing

23:42

in Qua Zulu Natal today, having

23:44

a look at a lot of

23:47

issues around policing in light of

23:49

the fact that we've had comments

23:51

made by iPod, about... the approach

23:53

by the police. We've seen a

23:56

number of shootings in which several

23:58

suspected criminals have been killed. And

24:00

Rachantla Mabaso, E.W.N. reporter in KZN,

24:03

is with the oversight committee. And,

24:05

Rachantla, tell us about some of

24:07

the issues that are being looked

24:09

at today. Well, mainly, today is

24:12

mostly the state of the policing

24:14

in the province, but also a

24:16

state of police stations. Do forgive

24:19

me, mainly, I'm following the senior

24:21

Topras convoy convoy. A phone call

24:23

just came through to the provincial

24:25

commissioner that suspected criminals have been

24:28

short and killed, not far from

24:30

where we are, so we are

24:32

currently headed at that active deadly

24:34

crime scene. But what was looked

24:37

at today's realignment was infrastructure, police

24:39

stations here, specifically in the Verolem

24:41

area. It policies the communities of

24:44

parts of Inana and Amawote as

24:46

well, Verolem and along side, the

24:48

sites of Botongati. This police station

24:50

mainly was built back in the

24:53

1950s, is one with very old

24:55

infrastructure, something that police have raised

24:57

concerns about in the province, but

25:00

the oversight committee from Parliament was

25:02

basically looking at ways in which

25:04

this could be improved. Many, the

25:06

administration had made various promises to

25:09

revamp some of the police stations,

25:11

but also the issue of the

25:13

lab, the foreign lab here in

25:15

the province that is used by

25:18

subs for DNA samples. that was

25:20

damaged by the floods back in

25:22

2016 until the statement. Part of

25:25

it is not functional which then

25:27

leaves the province to ask for

25:29

services in the Western Cape and

25:31

the Houghton provinces in this regard.

25:34

So this is something that has

25:36

according to General Thamukwanev affected some

25:38

investigation, especially sexual offense cases, any

25:41

case that has to do with

25:43

drugs, any case that has to

25:45

do with ballisticistic testing, firearm and

25:47

what's not, these... I mean this

25:50

dysfunctional... has led to some of

25:52

the delays even in some of

25:54

the court cases. But today really

25:56

was to look at the Verallam

25:59

police station and the Devon Central

26:01

which always feature part of the

26:03

top 30KOTICO problematic stations within the

26:06

province or nationally whenever prime steps

26:08

are being released. Thank you very much.

26:10

In Klaibarso, EWN report in KZIDN, speaking

26:12

to us there about the parliamentary oversight

26:15

committee on policing and what they've been

26:17

looking at in Quazodenotel. 7.02, the midday

26:19

report Monday to Friday. We were hoping

26:21

to speak to Minister Dean MacPherson today

26:24

about comments that he's been making about

26:26

the expanded public works program. He's been

26:28

speaking about the construction mafia. He had

26:31

an update this morning about various issues.

26:33

Unfortunately, he's still locked in a meeting

26:35

at the moment, but Nakakaniyam Tambo attended

26:37

that briefing earlier today and joined us.

26:40

Lukakania, good afternoon to you. Thank you

26:42

very much for your time. So let's

26:44

start firstly with the construction mafia and

26:47

what the minister has said about... the

26:49

pushback against the construction mafia. Yeah, good

26:51

afternoon Mandy, so a very important one

26:53

because of course we know the impact

26:56

that the construction mafia has on the

26:58

economy. costing the economy about 63 billion

27:00

grand over the years when it comes

27:03

to the halting of a critical infrastructure

27:05

project across the country. So very vital

27:07

for the infrastructure department to get to

27:09

the bottom of it. And obviously what

27:12

they've done over the past couple of

27:14

years and specifically with Minister Dean McPherson

27:16

in him coming into office almost nine

27:19

months ago is that he's made sure

27:21

that there's a bigger collaboration between the

27:23

department as well as law enforcement. Intel

27:26

on who exactly is behind these nameless

27:28

and these faceless syndicates that are behind

27:30

the construction mafias the impact and how

27:32

exactly they get to the bottom of

27:35

it and through some of the reforms

27:37

that they've put in place Mandy since

27:39

last year they've managed to over the

27:42

couple of months they're accounting arrests that

27:44

are linked to the construction mafia at

27:46

about 700 and the bulk of that

27:48

being here in Hao Deng, as well

27:51

as the Western Cape, Kaysadin, is actually

27:53

quite interesting for me that Kaysadin is

27:55

actually now the third when it comes

27:58

to the extortion cases, considering that Kaysadin

28:00

was actually the genesis of these construction

28:02

mafia is almost a decade ago, but

28:04

they are getting to the bottom of

28:07

it and him saying that they need

28:09

to in essence reverse some of the...

28:11

issues, especially politically, that have been in

28:14

place since even the days of former

28:16

president Jacob Zuma and that 30% local

28:18

rule, which in essence puts into effect

28:20

this idea that some of the security

28:23

companies at least, that parade a security

28:25

companies at least, that parade a security

28:27

companies, which are in fact the construction

28:30

muffiers, have to be paid 30% to

28:32

allow for infrastructure projects to continue. But

28:34

he says, of course, with all work

28:36

that has been done over the past

28:39

couple of months, over the past couple

28:41

of years collectively has shown and has

28:43

yielded quite some results in terms of

28:46

getting to the bottom of these construction

28:48

mafias. Again, he says his department needs

28:50

to also, he needs to make sure

28:52

that he cleans up his department in

28:55

a way that they're not part of

28:57

you know, allowing impunity and making sure

28:59

that the officials are not part of

29:02

a pardon parcel of who gets these

29:04

construct, the tenders, because he says from

29:06

the investigations at police and intelligence that

29:09

they've gotten over the past couple of

29:11

months, it turns out that how some

29:13

of these construction muffiers are getting away

29:15

with it on the one part of

29:18

course is the security companies that that

29:20

one protection fees from the companies that

29:22

are operating, but on the other end,

29:25

what's happening is that the company that

29:27

are bidding for tenders actually aren't qualified

29:29

to be bidding for tenders and what

29:31

they're doing is they're forging bank statements,

29:34

forging tended documents that allow them to,

29:36

that give them the sort of recommendation,

29:38

the requirements that are required for them

29:41

to. operate. And so they're also needing

29:43

to get down to the bottom of

29:45

that from a departmental perspective and making

29:47

sure that the documentation that is submitted

29:50

is in fact correct on that end.

29:52

Dr. Kani, thank you so much. Let's

29:54

take you listen to what some of

29:57

the minister had to say earlier regarding

29:59

the accomplishments of the Department of Public

30:01

Works and what has been done around

30:03

implementation. For too long, communities have been

30:06

let down by broken promises. of vast

30:08

infrastructure investment, construction projects in their communities,

30:10

and ultimately the creation of construction jobs.

30:13

This is why it is imperative that

30:15

we shift from merely talking about the

30:17

programs we want to implement and actually

30:19

start to implement them. We therefore collectively

30:22

carry the responsibility to show South Africans

30:24

that we are different. Ladies and gentlemen,

30:26

this regard, the gathering between myself as

30:29

the Minister, MECs and Senior Government officials,

30:31

we held yesterday, As I said collectively

30:33

known as Min Mac, was not just

30:36

another talk shop but has moved us

30:38

towards action and rapid implementation. The meeting

30:40

we held yesterday followed five months off

30:42

to the first Min Mac we held

30:45

in the 7th administration in Cape Town.

30:47

And in the months since our last

30:49

meeting a lot has changed in South

30:52

Africa's construction sector and the approach to

30:54

infrastructure. But despite the noise from the

30:56

outside, we remained focused on the vision

30:58

to turn the department into an economic

31:01

engine for South Africa. That is Minister

31:03

Dean MacPherson speaking earlier today. sports wrap

31:05

sports wrap with tolagele and dunga. Tolakele

31:08

and gunga joining us in studio. Let's

31:10

start local football. There's net bank cup,

31:12

um, DSTV premium. There's quite a lot

31:14

happening, but no really big games. Not

31:17

DSTV pay. Mandy. Bedway permission. No, naming

31:19

rats. Today we've got the net bank.

31:21

We get a phone call in about

31:24

a minute. This was the delayed game.

31:26

sand downs in Skukuna United. Because a

31:28

few weeks ago, we found out the

31:30

night before that there was a double

31:33

booking at the Lucas Maripa Stadium. We

31:35

all remember. I was at Wild. I

31:37

mean, how does that even happen? They

31:40

had the whole week to figure it

31:42

out. So this game is finally taking

31:44

place up against Kukuna United. For sand

31:46

downs, the Land of Paritz and Stelenbosch

31:49

to some extent, this business end of

31:51

the season is a hectic one. Because

31:53

they've got the net bank cap. Calfe

31:56

Champions League and Conference Club also comes

31:58

back this week with pirates and sundons.

32:00

They play on the first and the

32:02

second. So they're preparing themselves for that.

32:05

Of course we know. waiting in the

32:07

wings for sundowns after this game, should

32:09

they progress to the semi-finals, is Kaisa

32:12

Chiefs. And I think if you're a

32:14

sponsor, you're definitely hoping that the Brazilians

32:16

are winning this one in order to

32:19

have that blockbuster in the last four.

32:21

Then in the Bedway Premiership, the big

32:23

game of the weekend is Golden Arrows

32:25

up against Kaisa Chiefs. But Super Sports

32:28

United taking on Cape Town City will

32:30

also be an interesting one. Gavin Hind,

32:32

he left Super Sports at the start

32:35

of the start of the season. Super

32:37

Sportersport are 15th. in a 16 team

32:39

league. There is the possibility that they

32:41

might be involved in the radiation promotion

32:44

playoff, but also all of that is

32:46

dependent on. What happens with Royal AM?

32:48

We know yesterday there were a lot

32:51

of reports coming out. At first there

32:53

was a thought that Roy Moody's sale

32:55

had been accepted because the club had

32:57

gone on auction via SARS who are

33:00

trying to recoup that debt from owner

33:02

Sean Kise. But then it turns out

33:04

that he had failed basically a fit

33:07

and proper person's test in terms of

33:09

buying the club. So the club is

33:11

still up for sale. How are they

33:13

going to get back to playing if

33:16

they ever play? How does the league

33:18

move forward with this? That's going to

33:20

be an interesting question. Would it just

33:23

be a situation where no one gets

33:25

relegated and maybe one team from the

33:27

Mississippi Foundation league gets promoted? Those are

33:29

questions that the league will have to

33:32

discuss because end of May is coming

33:34

up where the season ends and they

33:36

need to figure out what they're going

33:39

to do. If I cut this weekend,

33:41

yes none of the the big big

33:43

names are involved. I'm sorry Manchester City

33:46

fans We're still there, but they take

33:48

on Bormith the other games will see

33:50

Brighton up against Nottingham Forest. Nothing on

33:52

Forest have really been the surprise team

33:55

this season. They're in the top four

33:57

in the league. They're looking to reach

33:59

their first semi-final since 1991. So I

34:02

think they will look at it and

34:04

say after Manchester City they're possibly second

34:06

favorites to win it. Aston Villa, take

34:08

on Preston and then the other game

34:11

will see Fulham and Crystal Palace applicants

34:13

each other in a London derby. Then

34:15

let's talk about F1. I mean we

34:18

spoke about a little bit yesterday but

34:20

then Max was talking he was being

34:22

very shady on Instagram and he was

34:24

liking different posts that would say actually

34:27

Christian Horna White he's come up who's

34:29

come out to say in terms of

34:31

it's a strategic change they've basically labeled

34:34

sporting decisions they're they considerate bullying because

34:36

you've given this poor kid just two

34:38

races to figure it out give him

34:40

a little bit more time but I

34:43

think like I said yesterday because your

34:45

rivals are catching up Do you think

34:47

there's enough time to just let someone

34:50

adjust? Also is the question, did you

34:52

let the wrong driver go last season?

34:54

I saw a great post yesterday that

34:56

said, positions in the sporting world you

34:59

don't want is Redball's number two seat,

35:01

Manchester United Coach and Chelsea's number nine

35:03

shirt. Exactly. It's a difficult time. These

35:06

are businesses. They want to be successful.

35:08

They want to be successful. They want

35:10

to be successful. They don't, they're not

35:12

trying to trend for the wrong reasons.

35:15

So it's unfortunate for Liam Lawson. Maybe

35:17

he will make his way back into

35:19

being the number two later. IPRs underway

35:22

and the big debate in our house

35:24

has been Which team do you support?

35:26

Because I want to get behind a

35:29

team. So we've had a look at

35:31

which South African players are playing where

35:33

obviously they're across different different teams. Do

35:35

you have one team that you support

35:38

in the uphill? When the league started,

35:40

Rajasthan Royals. I loved the colors. I

35:42

love the fact that they had royal.

35:45

It just made them seem like the

35:47

team to beat. They've never won a

35:49

title. And I wonder also if people

35:51

support teams related to the South African

35:54

essay 20 teams. support them on by

35:56

Indians. The Jobic Super Kings, the Chennai

35:58

Super Kings. Yeah, I wonder if there's

36:01

a correlation there and if that was

36:03

the intention. For me, I'm interested to

36:05

hear from people, like do you support

36:07

an IPL team because of the player,

36:10

but they move around? And also do

36:12

you switch? If this season, your team

36:14

was Chennai Super Kings and then they

36:17

struggled, do you say, okay, next season

36:19

I'm going to pick another one? Because

36:21

sport is about loyalty. Yeah. Anyway,

36:23

well obviously lots of IPL this

36:26

weekend. Tolakele, thank you so much.

36:28

Tolakere Mangga wrapping up our weekend

36:30

sport. Good things. Good things.

36:32

With Brent Lindike. Brent Lindikew,

36:35

the good things guy, wrapping up

36:37

our week for us is always

36:39

with balancing out the darkness with

36:41

some lightness, the light and shade

36:43

that we always speak about. Brent

36:45

unfortunately busy with speaking to lots

36:47

of other people about the good

36:49

things, so he sent us a

36:51

WhatsApp voice note. Hey, what's happening? 702

36:53

and Cape Talk listeners, Bredlin,

36:55

do you hear your good

36:57

things, Guy? With your Friday,

36:59

good news stories. If you've

37:01

been driving through Johannesburg and

37:03

spotted a car with the

37:05

words... Grant, you are trying

37:07

to cheat on me, blasted

37:09

across the window, you're not

37:11

alone. The bold message in

37:13

giant all caps and paired

37:15

with a mysterious cure code

37:17

has had Joe Berger's gossiping,

37:19

scanning and double-taking at traffic

37:21

lights. But here's the twist.

37:23

It's not a cheating expose.

37:25

It's actually an incredibly clever

37:28

and heartfelt campaign to help

37:30

save a life. The sign

37:32

leads curious scanners to a

37:34

backabody page for Grant Forbes,

37:36

a sportsman, dad and everyday

37:38

hero battling kidney failure. After

37:40

living with type 1 diabetes and

37:43

never letting it slow him down,

37:45

Grant is now facing his toughest

37:47

challenge yet. He needs a transplant.

37:49

The QR code redirects to a plea

37:52

for help titled, Help me Cheap

37:54

Death and keep living life to

37:56

the fullest. So far, the cheeky

37:58

but powerful campaign is helped raise

38:01

awareness and 35,000 Rand of

38:03

the 350,000 Rand goal. It's

38:05

a striking example of how

38:07

South Africans use creativity, humor

38:09

and boldness to stand together

38:11

when it matters most. So

38:13

if you spot that car

38:15

around Johannesburg, give it a

38:17

thumbs up and maybe a

38:19

scan. This is Joe Berg

38:21

love, loud and clear. Next up,

38:23

it's the dessert no one saw

38:26

coming. And now... No one can stop

38:28

talking about it. Meet the

38:30

milk tart Samusa, the deliciously

38:32

divisive new treat that's taken

38:34

over Tiktok and tickled South

38:36

African's collective curiosity. Imagine the

38:38

crisp golden shell of a

38:40

Samusa stuffed with creamy, cinnamon-spaced

38:42

milk tart filling. It sounds

38:44

like something you'd invent at

38:46

midnight with a wild craving,

38:48

but thanks to the clever

38:50

folks that curry up, it's

38:52

now very real. South Africa

38:55

Local gave it rave reviews

38:57

online, giving it a 10 out

38:59

of 10 on TikTok, and suddenly

39:01

South Africa had opinions. Some say

39:03

it's genius, others are calling it

39:05

culinary chaos, but most agreed. They

39:07

had to try it. The founder,

39:09

Alex Zohani, says the dessert was

39:12

born out of a simple idea.

39:14

What if we fused two iconic

39:16

favorites into one golden, crispy butt?

39:18

And it looks like Jersey can't

39:20

get enough. Love it or question

39:22

it. The milk tot's amuseer has

39:24

stirred up selling really good. Conversation,

39:26

laughter, and a reminder of how

39:29

creative our food culture really is.

39:31

And lastly, in a moment that

39:33

reminds us just how incredible our

39:35

everyday heroes are. Firefighter Michael Samuels

39:38

has been praised for saving the

39:40

life of the baby in Mitchell's

39:42

plane. When a frantic mother rushed

39:44

to the nearby fire station because

39:47

her baby was struggling to breathe.

39:49

Samuels jumped into action. He immediately

39:51

began checking the baby's airways and

39:53

managed to dislodge the blockage, giving

39:55

the little one instant relief. The

39:58

baby was taken to hospital. for

40:00

observation and in a heartwarming act

40:02

of kindness the firefighter even went

40:04

to visit him afterwards to check

40:06

in on the recovery. Alderman JP

40:08

Smith commended Samuel's quick thinking and

40:10

compassion saying there's no doubt his

40:13

actions saved a life that day

40:15

and honestly that stories like these

40:17

that make us believe in the

40:19

power of humanity. kindness and the

40:21

everyday heroes walking among us. That's

40:23

your Friday good news report reminding

40:25

us all that there's still plenty

40:28

of good to be found in

40:30

the world if we even just

40:32

take a moment to look for

40:34

it. See you next week for

40:36

more feel-good stories from across South

40:38

Africa. As I say, every week,

40:40

wishing you only good things. Brent

40:42

Lindicue, the good things guy wrapping

40:45

up our week for us. The

40:47

midday day report. Well thank you

40:49

very much for joining us today.

40:51

It's been a busy news week.

40:53

The ANC-NEC meeting starting today. It's

40:55

scheduled for four days. So that's

40:57

taking place at Birchwood. I imagine

41:00

a lot of the focus is

41:02

going to be there regarding the

41:04

conversations. The ANC is having, I

41:06

imagine the budget is still going

41:08

to be a very big one.

41:10

Next week we need to try

41:12

and see whether that budget will

41:15

be passed, whether there is enough

41:17

support within Parliament as well. Have

41:19

a lovely weekend.
